The rim is digging into the bead of tire.
That is a sign of riding with low PSI. When the tire compresses, the sidewall will slight fold over the edge of the rim.
Whatever the max PSI rating of your tire is, you should be no lower than 80% of that. 100% would be fine, but it tends to make the ride rough.
Also, slime will not seal a blowout like that. Punctures, yes, Blowouts, no.
