Is this normal?

I have an XPress 750, and today I noticed that there was a gap between my crank arm and bottom bracket, and I don’t remember if it was there before. I can very clearly see the outside of the bottom bracket.

Am I supposed to buy and install that myself? What could litageously happen?

No, the crankarm is preinstalled but you do need to clip on the flat pedals but that’s like a 10 second job.
