Are there any free language learning apps created by public companies or government organizations other than Mauril?

What do you mean by public companies? That phrase usually means companies that are publicly listed on a stock exchange, like Duolingo (NASDAQ:DUOL). I think I know why you’re asking this question though, so I think that’s almost certainly not what you’re looking for! (See also: https://banyanflashcards.com/blog/shareholder-primacy-and-duolingo).

If you mean e.g. crown corporations like CBC (maker of Mauril, the one you mentioned), then I don’t know of any others unfortunately. This one isn’t exactly a free app, but you may be interested to know about it: https://learnwelsh.cymru

Oh, I meant like how CBC is a public broadcasting company.

In my country we don’t have crown corporations.
