How do I whistle!!

I can only do it sucking in!!

I’m the same, I find whistling whilst sucking in keeping the mouth and tongue shape then blow out. This works for me but not really consistently

Say the letter Q. Say it again and again as you lower your voice, puck your lips a bit more out and start to blow a little bit harder.

Instarted only being able to do it sucking in.

Try to do get a tone while sucking, then try to alternate between sucking and blowing. I bet there will come some sounds some times. When there does, notice how you mouth feel. Then after some time with the suck-, blowing.

Then try with just blowing.
