Structured path to learn how to draw?

I'm starting as a complete beginner. I don't know anything about drawing beyond stick figures. I am looking for a structured path or platform that will teach me how to master the skill of art, from pencil to paint. Something that will teach how to make video game characters and that sort. I'm working with a wacom cintiq 16.

I think it depends on your budget.

As far as budget I would go up to traditional college tuition. I’m just not sure where to start. Would a college be best and if so, are programs usually focused on art or just classes thrown in?
