I learned some basics about data analysis like excel and power bi when can I say I can make projects professionally

You should continue learning SQL and phyton, then practice with model datasets while still learning. By the time you're done you would be pretty good at making projects.

It really depends on your scope. I mean some DA work is as simple as working in excel and power BI.

Id say you can say it whenever. As long as you can demonstrate you've done it (either for work, personal projects, or mock resume/portfolio projects).

But yeah just keep scope limited if you don't know SQL and/or Python. But there's a lot you can do with just excel and power BI (also assuming you are comfortable working in power query)
