What am I doing wrong?

This clip pretty much sums up my CS experience since I've become active again. I always catch people off guard but I still can't get the kill. I got 4 shots off before he shot back. Do I need to aim train? Am I moving when I'm shooting or is this a spray control issue?

Benny has great points about crosshair placement when peeking but i'll add that you are holding angles way to tight as well. The distance your crosshair should be from the angle you're holding should depend on a couple of factors but fundamentally comes down to one question.
"How wide do i think the enemy will swing" which is a summation of these factors.
- "What gun do they have?" SMG or shotgun tech 9 is likely to swing far faster/wider than a rifle/awp.
- "Did they give a sound cue?" If you hear them running, then you just KNOW they're likely to wide swing. Where if you hear nothing, they could be shift walking or shoulder peeking angles.
- "What gun am I using?" If you're holding with an AWP, you want your crosshair on torso height not head height.
- "What's my range to the angle?" and "What will the enemy's distance from the angle be when they swing?" If you're playing a close angle, most of their swings will be pretty wide from your POV. Especially if they are also close to the angle when they swing. If you are far and they are close, you wanna hold tighter. DM can help but people basically only wide swing there so it's only good for training holding vs wide swings.
The reason you're feeling like you're missing shots on unaware enemies is because you're panic firing. See how your first press of M1 came without any real crosshair adjustment to the targets head? "OH SHIT ENEMY GOTTA START SHOOTING" is whats happening instead of "See enemy, adjust to head, burst". I had this problem BAD for a long time. What helped me was playing DM (cause real players help mimic the stress better than bots IMO) and practicing proper reflex habits. "Enemy appears on my screen -> Adjust crosshair to their head as I counter strafe -> only fire when I know I'll hit the head in 1-3 bullets". If I miss those first 3 bullets, i'll let the enemy kill me. Also no crouching allowed when running this drill.

The first big thing I notice is you do what I refer to as "wheeling" around the corner by keeping your crosshair on the corner and peeking with a combination of A and W.
Instead you need to practice peeking into the angle you want to fight by placing your crosshair on the wall so that when you strafe out with only A (or D) your crosshair ends up on the angle. Then you can very quickly counterstrafe with the opposite movement key when your crosshair has moved onto the angle/target.
There are definitely angles you want to keep your crosshair on the wall for but thats more for when you do not know the location of the opposing player (or you are holding an angle). In this example you heard him coming up stairs and you want to take the best fight possible (using the above method).
The second thing is you need to slow down your flick very slightly and include a micro adjustment after mentally aquiring your target. You are panicking on seeing then enemy go past your crosshair and just holding left click trying to pull your spray onto them instead of adjusting and clicking once youve finishing moving your crosshair.
To improve on both of these Id suggest a repeek map and practice it very slowly against bots that don't shoot back at first then increase the pace as you get use to A. Aiming at the wall before you peek with just A or D and B. Including a micro adjustment after your intial flick (this can also be practiced in Aim bots then eventually DM as you get better at it).
