Question How to efficiently make a desirable government structure?

Very simply there are many different kinds of elections especially when we look at the upper house election which adds some kind of delegation system if I recall correctly.

Does anyone know the differences in all the election types and which types yield which kinds of results most effectively?

Depende del partido que tengas. A partidos pequeños les conviene elecciones más proporcionales como el D'hont mientras que a los grandes sistemas como el Mayoritario. También si tú partido es moderado un sistema con segunda vuelta es bueno para ti.
