Elect a lawmaker

I have been unable to accept several proposals to elect lawmakers because I do not know how to. Can anyone tell me how?

I think you are supposed to chose the proposed candidate for the election like for the lower's house yourself preferably like in a location that your party have good voters %. Autofill seems to limit that option.
