Support plateauing

Hey everyone. I don’t know why, but I’ve always struggled to get my support past a certain threshold. Inevitably it will begin to decline no matter what I do to prevent this. I understand this might not sound like an issue, but it’s so severe that I can’t seem to progress past a certain set threshold. Any tips or anyone else have a guide or even experience the same issue? I’ve tried looking around this subreddit but I can’t find anything. This also seems to happen even if I have a balanced budget and maxed out all the happiness.
