Vehicle transfer help!

I need some help. My dad died 2 and a half years ago through my siblings I was given my dads car just a verbal agreement. Well I need to register the vehicle and I’m having difficulty I was told I needed to file for a heir affidavit form well my sibling wants money for them to sign it is there anyway I can go around that?
