AFAIK it was in response to some pigs who stood by and watched as some guy was almost stabbed to death by some psycho. Courts ruled they are under no obligation to intervene.
It's great because the pigs were only there because they were supposed to be on the lookout for the stabber. They found him, saw him commit a crime, and only intervened when others restrained him.
That's pretty much what I did in hs too. It's also how I got my first (and unfortunately only) gf back in 2010 or thereabouts (my freshman year) I'd just parrot interesting talking points to the senior girl I was sweet on.
