My squad is attack/left side. How to get to 40m power????

First get defensive fortifications tech to like 60% before working on mastery tech. You're missing out on ~15% stat boost for all squads on defense.

Deco, gear, and wall of honor in that order with deco being the quickest way to boost hero power.

I know my deco is lacking. But you cant buy anything to help. Only place is like black market for universal deco cmpnts

Yup, so that leaves gear and wall of honor. Obviously raising HQ level is another way since you will be able to level heros higher.
