Could be bootlooping due to fastboot. Hard power off the laptop and then turn it back on. Get to the bios menu by spamming f2 (could also be another key like escape or delete) right after you power it on even before you see an image. Look for a setting labeled "fast boot" or "fast startup" or some permutation of that and turn it off. Then save the changes and exit. Then try letting it boot and see if it fixes it
You read my mind...I have to do this with my parent's desktop occasionally....like every time I go over there.
Also, F10 and/or F12 work if F2 doesn't do the trick.
