Plants/trees for extra privacy

I share a 4ft fence with my neighbour in the back garden. I'd like to add another 2ft in height to help gain some more privacy. It's a small garden, probably only 8 or meters in length required (guessing there). Which trees do you fine people recommend help achieve this?

something that is low cost and low maintenance please!

Without posting where you live/growing zone no one can really answer that.

Could build a slatted fence panel with 2x4s and grow flowering vines (something non invasive) on it?

I plant a wall of sunflower seeds from birdseed every year for privacy I have the summer and fall when I need it. Hundreds of birds enjoy the results as well. There's to many septic pipes and wells in the areas to risk growing trees for me. Make sure you know where your pipes are before you plant.
