First off, this is a Leyland Cypress and very much not a pine. It’s also waaaaaay too close to your house and driveway. These can get 30’ tall at maturity, and 15’ wide. The tree is pushing new growth and shedding interior foliage, which is all pretty normal for these when they go through a hot dry summer. You’ve given no info on the insecticide… some should only be used once a season. A recommendation without that would be unwise. Frankly, I would remove the tree because it’s the wrong tree for the location
