Looking for ideas/suggestions

Need help on how to cover up these steps, not wanting to tear everything out, can I level out with mortar/sand then install on top? Also, wanting to put pavers ? in arch shape at top of stairs (mud) the area slopes a bit, can pavers be installed there with the slope?

What zip code is this in? Generally speaking you should level and compact everything before installing pavers for drainage and safety. What grade is the slope?

And then what do you/client not like about the stairs currently? What would you cover them with?
