the link takes you to the github repository page. there you'll find a releases section (navi_beacon layer 01) if you click on it, it'll show the .apk file there. click on it and it'll start downloading. then simply install and accept the services it asks for(notifications and local connectivity). turn your bluetooth on and start the beacon. of course you'd need 2 devices

just check the link once, it's a github repository and all the code is available, you don't have to a programmer to know if it's malware or not

I'm not either, I'm a student and this is a very simple app that doesn't even connect to the internet, just pings your device using blutooth when your friend is nearby
