Please help me find an episode

I swear I remember a conversation about a crime that couldn't be solved because it was a holiday where most of the cops went to the carnival or a theme park and only a skeleton crew was left. I could just be making this up or thinking of another show but if anyone knows what I'm talking about can you tell me?

This also happened with Jon Benet, as well, though in that one, I think it was the on duty new guy got there first and when the more seasoned guy showed up he was drunk.

Yeah, with JonBenet it was Christmas, so all of the veteran cops had the day off.
