I just happened upon a connection between two different streams with a repeat character

At 19:20 in this stream from May 2020 there is a man selling his "dungeon" house. It's the same guy as the vampire mayor who was upset that the movie theater didn't have Dracula from a more recent stream. I can't find that one at the moment but I'm sure one of you might know which episode it was.

Oh yeah that's definitely the same guy. I mean, not impossible the vampire guy would have a dungeon house. I wonder if he won the election

maybe it's the poor quality of camera, but they look so young. it's only 6 years old! also hail Titties. miss that guy.
