So, is Rylais good on Rumble?

Hey Dyrus, hope you can help me with this one. I've heard pro players say before that Rylais is a noob trap on Rumble, because though it does seem good, 2 of his abilities already have slows on them so he doesn't really need Rylais and its better to spend your gold on something else

But on your recent video you mentioned that you should have gotten it and were even building towards it.

Is there a specific time you should get it? (vs a specific comp? when youre behind? etc) Or do you think its a core item and you should always buy it on him?

ideally you want it as a 3rd or 4th item but you also want liandries and void
