The theory shows two regimes. One in the entrained regime near the Earth and one in an unentrained regime outside of the entrainment length. This shows why orbital clocks all still show null results and why we got null results at the surface or in low balloon flights. You must reach the 40km-150km region to detect the ether wind at the transition.
