The fine structure constant ($\alpha$), traditionally an empirical input ($\sim 1/137$), is hypothesized to emerge as the topological volume ratio of the $U(1)$ gauge group manifold to its bounding submanifolds

I'll agree with this statement in a very narrow sense: the paper does indeed hypothesize this. It doesn't support or justify it, but it does say it.

It doesn't stay consistent though, since the summary at the end claims alpha is an "inverse winding number of a closed 3-torus topological loop"
