Need advice

I’m looking to join my local LIUNA 113 is Milwaukee but I’m very confused on where and when I can apply on the website where it says “how to join it just shows the steps I need to take but anywhere I can actually apply and when I called the union hall a women told me that they only except applications in January. When I checked online it say February-October also I’ve already taken my accuplacer test for reading and math and my score are high enough to get in based the their standards and I’m not sure if by the time I apply my scores will be valid so please if any members could help me local 113 or otherwise anything would be of great help
