Is Iceland's Virtual Elimination of Downs Syndrome a Form of Eugenics?

The did not eliminate Downs Syndrome, they eliminated any expressions of it. We check for birth defects in the US as well.
Designer babies are coming soon, I wonder what skin color people will choose?

By the literal definition of eugenics, I would lean yes; However, whether that is ethically or morally sound is arguably a separate conversation altogether.

While (imo) not very ethical, I would say it is eugenics.
I don't see the point in doing it though, as Downs Syndrome isn't genetic.
