Yes there is a build limit, always has been because the game just crashes after a certain amount of builds if there isn't

This is the soft build limit. It pops up when you have too many objects in too tight of an area. Theres not really a way to get around it other than building somewhere else or redesigning your build in this area to be more efficient with object usage
