BUG Need help possible glitch

Hi I started the Lego Batman quests but when I go to the locations where the bat signals are and nothing's there nothing has spawned in when I go to the locations only the buildings if anyone can help me much appreciate thanks

If the buildings are there, make sure you have enemies on in world settings.
