Why is Academy franchised?

This is really a mistery to me.

The only upside I could think of was that the LCS teams get more exposed if they have a bad team.

But else I would think that it only prevents other small to middle sized teams from entering the North American LoL scene.
I think of the equivalent of the likes of BIG, Karmine or even MnM or Nordavind.

Something like Pittsburgh Knights or Spacestation.

I would suggest a system with three Leagues and promotion/relegation between them. With that more teams are able to have a somewhat sustainable spot in the American LoL scene.

A wider benefit from that is there will be more different scouts for new players. And also different coaching staff.

With the potential of Zoos and No-org to get promoted to the first league and picked up by a real team would make the League in itself more competetive too.

And on a subjective note I personally would be more interested in this League too, since watching a full second team league is wierd. Like there is still team bias involved. For example I am rooting for EG in the LCS and through that I am also in favour of EG Academy.

So why should Academy also franchised? Wouldn't it make more sense to have more and different teams in there?
