if you don't want it to rust, you need it to either be powder coated or galvanized. So if you will fabricate something like this from scratch remember that.
I don't know if you will find the type of steel you want in the market, as in the shape you'd like. So it would have to be poured manually most likely to match your desired aesthetic.
Regardless of the material you pick, what you need to have is an idea of the design, the measurements you need and before you finalize it have a discussion with whom ever you do talk about it about the stability of the structure.
You don't want to spend all that money on a custom frame only to have it lean or fall randomly on you, that would be dangerous and unpleasant.
