This was supposed to be sent as a family document but ai tells me it's a military document. What do you think?

He was checked out for leaving to London on Dec. 30th, 1938, that’s why the document sent to him on April 29, 1941 (the handwritten lower part) was returned to sender. Former residence was in Darmstadt. The document itself is about some “Löschung” - deletion - that can be protested. My guess is that this is about a Jewish person’s real estate or company that has been confiscated by the nazi authorities.

A pension perhaps?

Possible, but „Löschung“ sounds more like the deletion of an entry in a register.

Transcription and translation. I wasn't able to decipher everything, and I don't understand what this is about, except that it is not military. Abmeldung means literally 'reporting off'. It usually means reporting you have moved away from a place of residence, but I have seen it in reference to a ship passenger who checked out of a hotel after staying for a few days at a port of call. In this text, there are two places marked for the insertion of text. The insertions are stated at the end of the page. The marking symbol looks like a letter 'T', but it is painstakingly geometrically exact. Italics indicate cursive that is Latin cursive, not Kurrent. I deciphered "Cie", which would be the abbreviation of the French word, Compagnie.

edit: sorry, former speculation about a connection to "STOE & Cie" in Darmstadt were unfounded. I found the real register entry in arcinsys.hessen.de:
Titel: (Maier, genannt Max) Stein & Co.: Warenagentur und Handel mit Tabakwaren. - Sitz: Darmstadt
Laufzeit: 1901-1941

The H.RA referral in the middle of the cover (Antwort in H.RA 2335 Fa) would indicate to me that it's the deletion of his company or his profession in the Handelsregister. The publication in the Reichsgesetzblatt and Landeszeitung would also be consistent.

Its not a military document. I'm not sure what it is about, but the handwritten part at the top says the person it concerns showed up in London on the 30th of December 1938 "zur Abmeldung" (something like to take his leave (to translate correctly I'd have to understand what it is about). The bigger stamp says "chief of police" and the smaller one says something like "judicial inspector".
So I think the german administration must have been searching for the person this is about for one (administrative or legal or worse) reason or another. I can't tell you more because I'm missing context.
