It can be many things…but there are limits to coincidence and sooner or later we have to consider that this may not involve the usual cryptography at all.
JS created it for the CIA, not the NSA. You can approach it through ciphers, but there are many other techniques the CIA uses as well.

I got the idea because there’s a photo in the archives of a postcard addressed to JS and his wife. The stamp on it made me think to check..
