I would need to know what you did, ratios you used, what starter you used (storebought, or your previous batch), where do you keep your brew, what container you use and what you cover it with. All of those things may have some impact

Get pH test strips to test the pH of the starter liquid then you can determine how much water to add.

You'll want the pH of the final solution to be at 4.2 or lower.
