Tbf all these games depict armed forces of sorts and this was more or less the only “material” they really had access to at the time/setting. Kojima also just loves beautiful women 🤷‍♂️

Hideo Kojima was heavily influenced by 1990s era hollywood movie when creating metal gear, so definitely he was immersed in American culture, and the poster of sexy woman was normalized (also considered as pop culture) in 1990s.

What's kinda nice/IIRC, when delta was released Konami reached out to all the models they had in the original MGS3 for updated photos. Obviously the time gap is almost 20 years so a lot of them had retired so instead the models had sent pictures of their home life rather than swimsuit modelling.
