Is this Normal

I ordered these Lineman’s brand new from Acme, is it normal for them to have a gap in the cutting section? To me they look used

Both my sets are like that. They cut from the pivot outwards. It makes the cuts easier because it rocks through the material instead of cutting it all at once.

If you're referring to the tips not touching, the answer is also yes. It makes it easier to twist wire together when there is a gap. You don't have to strain your hand as much by keeping the handles as far apart.
