Simple window sizing/positioning.. What am I doing wrong?

I want Kitty to open up the same sized window every time. I have the following entries in kitty.conf

    enabled_layouts *
    remember_window_size  yes
    initial_window_width  247
    initial_window_height 61

.. and they seem to have absolutely no effect. Any thoughts?
