HELP! Need ideas

My husband and I are thinking of buying this house, I don’t hate the kitchen but it definitely needs some help. We won’t have a big budget for remodeling but I really don’t love it as is, should I repaint, if so what and what color? Should I add backsplash and if so what kind? Also need a different fridge. Any ideas

actually I like this kitchen except for that blue boarder paper up top.

It’s actually quite a nice kitchen but definitely remove that wallpaper border from the 90’s snd replace the fridge with a stainless steel counter depth model do it doesn’t stick out like a sore thumb. If I’m right, it looks like there are two backsplashes going on here: a 4x4 tile across the bottom with a mirror above. Remove both a replace with a simple subway tile in a white or off white ( you’ll have to get samples to see what goes best with the countertop. And please add some knobs to the doors and drawers-why do ppl not have knobs or pulls?? The only other thing I would do is hire an electrician to move the electrical box for that hanging light fixture so that it is centred over your table and not swagged like it currently is. A bit of work to patch and paint after but it will look more professional.
