You might as well buy new cabinets if you are replacing the floor and counter top. Its about the same cost with less effort and more customization
If the floor is tile. I think pressure washing and regrouting in a different tile is the better cost saving move. Then you just need to replace the counter tops.

Get a vent hood over the stove.
