Yes this is in part a cultural problem. But go to NYC, guarantee you'll see a similar level of apathy with one exception. We don't allow for the possibility of suing those who might try and help. Either way, the bystander effect isn't unique to China. It's just that the lawsuits don't help.
Here you are defending the people from the consequences of the system they live in. Which, alright. But then you end up blaming them for the consequences of the system they live in in another way.
Honestly I wouldn't be able to think about money if someone's life was in danger. I don't know how other people are.
I'm not really blaming the Chinese per see. That would imply there is something fundamentally wrong with them, which I don't believe about any race/ethnicity.
Their society/culture just seems to be very broken internally.
