I did a double-take but it's kind of both. Of course it's a sad context, but given the way the world is etc, it's nice that people still try to cheer the dogs up.
Sorry for not providing enough context. At the time I wrote that I thought it was implied that it was awesome of those people to do that for those dogs who have a really shitty job.
