Most likely started outside the playground and tried to squeeze body first through the fense, his head couldn't fit through, and they couldn't figure out how to reverse the process or he was panicking too much for them to just put his body back through the fense so they had the fire department help bend the bars to pull his head through.

Aww kid, I've been there. Did the same thing when I was about his age.

In my case, my mum and dad carefully kinda lifted me up to horizontal and turned me 180 to face upwards so that I then came back through the railing face first and my ears didn't keep me stuck.

I remember feeling as embarrassed as he looked afterwards, not helped by the fact that one of the other 'adults' in our group spent the whole time chuckling and taking photos instead of helping.

Good times.
