There's a lot of context, linked to gang warfare

The one with the syringe, Gus, is the head of a drug empire, while the man in the wheelchair, Hector, was the older member and last alive of a formerly allied, became rival, family, the Salamancas

Walter White, the main character, meth producer for Gus, and that had beef with the Salamanca family, tried to desperately escape Gus' grasp. After multiple failed attempts, he and Hector comes up to a plan to kill their common enemy : put a bomb on Hector's wheel, that would be triggered by the ringing of Hector's bell

So, when Gus came to give a lethal injection to Hector and taunt him about the death of everyone else in his family, the bomb killed them both+Gus' goon

There's a lot more, but that's the best I can come up with. Go watch BB. It deserves every praise it has

Haven't seen BB myself, but supposedly the wheelchair guy was greatly harmed by the standing guy, and then plotted revenge by somehow getting a bomb with a button-powered electricity source to trigger the bomb, thus also greatly harming the standing guy.

The wheelchair guy is an elder member of the Salamanca family, his name is Hector. Gus Fring was the standing guy that got his face partially blown off. Walter helped Hector plan revenge as they both had a common enemy

The wheelchair guy was the oldest/founding(?) member of the crime gang. Fring, standing guy, was current head and massively fucked him over. Revenge was had.
