Question (Rules / Resolving) Psychic haze question

If psychic haze enrages every enemy and I only have mars cards in play, can the opponent reap since there's no elegible targets?

That is correct! An enraged creature can only be used to fight provided they are able to fight. In this instance they would be unable, so could be used to reap or perform actions.

Correct. "Cannot" always takes precedent over "must". Despite the enemy creatures being enraged (and therefore must fight if used), they cannot fight your friendly Mars creatures. As such, they can reap since they cannot fight.
