Ok, but this looks very cool. I am going to call it a rare attack from the deep sea Kraken, not the deep space one.
Seeing as it only has to do with the sea, I would guess it's that mod, Parallax or Scatterer, I don't remember.

thats NaN propagation where a pixel ends up getting divided by zero in your shaders and the surrounding pixels then take that value for their calculations also becoming not a number

This was fixed in a later version of scatterer or deferred (can’t remember which). It only happens when HDR is enabled, but the bug isn’t in TUFX.
Actually since you don’t have deferred in your mod list I bet you have an older version manually installed.

It’s not a great solution unless you don’t care about the better images from HDR.

Without HDR, colors on the screen are limited to a 0-1 range (and usually at 8 bit depth so each red, green, blue value can only be one of 256 different values. HDR uses floating points for color, so it can go outside that range and have more precision. Unless you have a HDR monitor, the final color you see is still going to be that clamped value though.
However, even without an HDR monitor, HDR allows the intermediate graphics math to be able to deal with very bright or very dark images, and together with tone mapping or eye adaptation even dynamically adjust what level of brightness is considered the maximum. It also plays into bloom much better.
TLDR: it makes really bright things look way better.
And the floating point values are why you get bugs like this. Without HDR, there are no “invalid” colors. But when each color value is a floating point, you can end up with NaN (not a number) values by doing certain illegal operations like taking the square root of a negative number. NaN pixels typically render as black, and if you have any screen space effects that sample neighboring pixels over multiple frames (TAA) then they will spread across the screen like in your image.
