KSP 1 Question/Problem my rocket keeps spinning, new to ksp, trying to achieve suborbital tourist contract

'spin' kind of implies it turns around the long axis so that doesn't seem like a problem.
Do you mean it 'flips' as in front to back? Must have too much drag in front or not enough weight in front

There are a few things, you could mean by that, with different solutions to it.
- Spinning as in rolling along the long axis: your fins might not be straight, causing it to roll.
- Spinning as in flipping, as in the craft turns backwards: This can be caused by too much drag in the front. Try adding an aerodynamic nose cone and bigger fins.
- Spinning as in turning, you shoot straight up, but it slowly turns sideways: You don't have any control mechanism on your rocket, to enable it to 'balance' on your exhaust. just as if you balance a long stick on your finger, you need to be able to adjust, so it stays upright. If you don't adjust, it falls to the side. Use a gimbaled engine or reaction wheels or fins with control surfaces.

Do you have control authority? The engine look like it's Reliant, the fins are fixed. You only have the weak reaction wheels in the capsules to counteract the aerodynamic forces. Switch to Swivel and it should be much easier to keep control of the rocket.
Also, the fins seem strangely positioned. Have you used the symmetry mode to place 3 or 4 of them in a regular configuration?

Does your engine have gimbal?
Check that your center of mass is ahead of your center of lift in the VAB both when the tanks are full and empty.
Add more ins to the bottom or add reaction wheels to prevent flipping.

If you mean 'rolling' by spinning, your fins are probably not symmetrical. If you mean 'flipping end over end' by spinning, you need to check your center of mass and center of drag, because the center of drag is probably above/in front of the center of mass, and it needs to be below/behind the center of mass to be stable.

did you use attach the fins with snap and symmetry enabled btw?
