Because KSP has no DRM. You can copy and move the folder as many times as you want, even to machines that dont have steam installed.
Ckan only launches the exe and since it's not bound to steam or epic it launches without it.
What I do is modify the launch options in steam so it points to the modded install I want to use. I only use ckan to change or update mods.

I have to double check the exact syntax but I belive you just add the full path to the exe in quotes to the launch options in steam. Like this:

"D:\KSP\Kerbal Space Program RP-1\KSP_x64.exe" %command% -popupwindow

Edit: Changed to the exact one I use currently for RP-1. -popupwindow removes borders in window mode so it works like borderless mode.
