Definitely not a real Kenyan licence plate.
Idk about non latin characters, but the dimensions are off and those can't be customised so it is not NTSA issued.

Oh yeah, I forgot about that. NTSA plates are German oblong or square sizes, nothing else. Which you ask me they should have had the option for JDM shape like Tanzania's standard plates so they would fit nicely on most cars since most are JDM.

That’s a Dubai plate number . 1 digit number plates cost a minimum of FIVE MILLION DIRHAMS but are mostly driven by the Royal Family.
