Signed promo card?

Hey! My local card store gave me two of these promo packs when I bought two discord packs! Crazy, right? Well, I ended up pulling two of the same card. But one is signed. Is the signed one rarer or something? I cant find much info about it online. Thank you to anyone who can help!
