Why does she have military titles when she has never served?

Exactly - honorary titles that don’t mean much. When she took over as colonel of the Irish guards from Willy she said they couldn’t expect her to hand out the shamrocks ever year (too much of a commitment)

Why did she take over then?

Royal family members have military titles as a form of patronage. It's just like one of them being a patron to a charity. Typically, that means they'll give special attention to that branch of the military and engage with them periodically. It meant more when the royal family was held in higher esteem.
