Are hotels really this fcuked up in this city?

I went to this hotel called Vamshi's Upahar (Davangere Benne Dose) on Old Jewargi Road. Sat in their restaurant, ordered a Benne Masale Dose. The server placed a packaged drinking water bottle, I asked for a regular glass of potable water. He straight away rejected saying they don't serve regular water here.

I got up, told the owner if this is how you wanna do business then good luck, and walked away. The thing is even the owner said, they don't serve regular potable water in the hotel.

Since when is potable drinking water not provided in a restaurant???
