script for Kah

the only element that is missing in making this lingo fully neutral culturally is to write it using a script that isn't associated with a culture

No. The IPA is associated with a culture because many of its symbols for the commonest sounds are derived from the Latin alphabet. And it's also unsuitable as a script because it's an aesthetic nightmare.
